Spinwell is recruiting for a Senior Building Compliance and Assurance Officer for an excellent opportunity within the public sector.
RESPONSIBILITIES OF THE SENIOR BUILDING COMPLIANCE AND ASSURANCE OFFICER
- Manage the compliance and assurance function, embedding a culture of proactive risk management and technical excellence. Manage a team of professional technical compliance and assurance officers.
- Oversee compliance with all relevant legislation and standards relating to specialist professional technical areas including gas, water, fire, electrics, mechanical, asbestos, radon etc ensuring that the Council fulfils its statutory and regulatory duties and obligations.
- Develop compliance and assurance related programmes, manage programmes and activity via the Council’s CAFM and related platforms, produce clear professional reports and assurance updates to executive management, Members of Parliament, elected members, and boards.
- Maintain a comprehensive risk register for building safety and compliance, developing robust mitigation plans for financial, reputational, and operational risks.
- Manage supplier and contractor performance, building effective relationships, ensuring value for money and adherence to statutory and contractual obligations.
- Act as key liaison with internal teams, external partners, regulators, and statutory bodies, building trust and credibility at all levels.
- Lead enforcement action where required and professionally advise executive management on responses to statutory bodies, regulatory investigations, and compliance notices.
- Manage compliance-related budgets, monitoring expenditure and achieving cost-effective outcomes.
- Plan, commission, and respond to internal and external audits, ensuring recommendations are implemented promptly.
- Maximise personal productivity, minimise duplication and errors, and manage information securely through effective use of Office 365 and internal systems.
- Actively challenge and seek to eliminate any directly or indirectly discriminatory practice or behaviours.
- Demonstrate awareness and understanding of other people’s behavioural, physical, social and welfare needs and ensure reasonable care is taken for health, safety and welfare of yourself and others.
- To maximise personal productivity, minimise duplication and errors; and manage our information efficiently and securely to reduce risk, though effective use of Office 365 and our internal IT systems and applications.

SKILLS/EXPERIENCE OF THE SENIOR BUILDING COMPLIANCE AND ASSURANCE OFFICER
- Strong leadership and team management skills.
- Excellent stakeholder engagement, able to influence executives, elected members, regulators, and MPs.
- Skilled contract and contractor manager with the ability to ensure that deadlines and statutory duties are met.
- High-level financial management, risk assessment, and assurance skills.
- Ability to lead and develop staff to achieve objectives.
- Exceptional written and verbal communication skills, producing executive-level reports.
- Agile, resilient, collaborative, strategic thinker with a solutions-focused approach.
- Ability to prioritise tasks to meet conflicting deadlines.
- Demonstrate effective use of Office 365 (incl. Teams, OneDrive, etc.) or willingness to undertake training during the probation period.
- Knowledge:
- Comprehensive understanding of buildings, construction/building regulations and building services statutes and regulations including fire safety, H&S legislation, accessibility, and statutory compliance frameworks.
- Familiarity with relevant British Standards and Health and Safety Executive requirements.
- Knowledge of inspection methodologies, defect classification and root cause analysis.
- Significant experience in a senior compliance/assurance role managing large or complex estates portfolios. Experience leading investigations and enforcement action.
- At least 5 years post-graduation of experience in technical building compliance.
- Experience of managing and leading a team in a complex and thriving environment.
- Chartered professional status (RICS, CIOB, CIBSE, IMechE, IET, IStructE, or equivalent.
- IOSH Health and Safety in the Workplace
