Spinwell is recruiting for a Traffic and Streetworks Team Manager for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE TRAFFIC AND STREETWORKS TEAM MANAGER

To lead and manage the Traffic and Street Works team, ensuring that appropriate processes and procedures are in place to manage traffic flows, maintain transport assets and coordinate highway works as required by New Roads and Street Works Act 1991 (NRSWA), the Traffic Management Act 2004 (TMA) and Surrey’s Transport Plan.

This includes:-

  • Provide strategic direction to the team and act as the designated Traffic Manager to ensure that traffic conditions on the road network are kept as free flowing as possible, traffic system assets are appropriately maintained and highway works are managed and coordinated as required by the relevant legislation.
  • Work with colleagues across the directorate and other partners or agencies to proactively assess the level of service on the road network, co-ordinate works and intervene as appropriate to keep traffic flowing.
  • Work in partnership with other agencies and colleagues to manage planned and unplanned events and emergencies so that disruption to the travelling public is kept to a minimum and they are provided with the best possible information.
  • Lead and performance-manage intelligent traffic signal and system design, travel information systems, CCTV, variable message signs and central data bases to ensure improving customer satisfaction, efficiency and effectiveness.
  • Lead and performance manage the maintenance and operation of traffic system assets in accordance with good practice asset management principles to ensure improving customer satisfaction and cost effective operational efficiency.
  • Lead and performance manage street and road works coordination, the recovery of all allowable charges, and the compliance/performance of utility companies and highway contractors according to the appropriate legislation reducing congestion and improving the highway network.
  • SKILLS/EXPERIENCE OF THE TRAFFIC AND STREETWORKS TEAM MANAGER

  • Degree or equivalent professional qualification plus a relevant technical qualification or equivalent experience in the specialist area.
  • Membership of an appropriate professional body may be required.
  • Substantial experience working at a senior level in a relevant role.
  • Authoritative knowledge of the legislation, regulations and technical requirements relevant to the role.
  • Proven ability to manage budgets and resources.
  • Proven ability to deliver technically complex programmes of work to deliver agreed outcomes and objectives.
  • Comprehensive knowledge of computerised business systems.
  • Excellent verbal and written communication and interpersonal skills with high level negotiation and influencing skills.
  • High levels of political awareness and acumen.
  • Proven ability to work collaboratively with internal and external partners/professionals.
  • Advanced problem solving and analytical skills with the capacity to devise and implement innovative solutions for strategic change.
  • Proven ability to assess risks and benefits in a complex environment and respond appropriately
  • Excellent understanding of traffic management and ITS applications and their ability to deliver transportation aims & objectives.
  • Excellent understanding of NRSWA & TMA legislation
  • In depth understanding of the duties of a Highway and Transport Authority.

On call: The postholder is expected to participate in the on call rota to cover out of hours emergencies
