Role: Commercial and Procurement Manager
Contract Length: 12 months
Location: Hybrid/London, Bristol or Manchester
IR35: Inside
Pay Rate to Intermediary: Up to £600 per day
Security Clearance: SC requested

Spinwell is recruiting for a Commercial and Procurement Manager for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE COMMERCIAL AND PROCUREMENT MANAGER

Contract Management & Procurement Leadership

  • Manage existing contracts, ensuring providers meet delivery expectations and contractual obligations.
  • Support in the transfer of contracts across government departments as work transitions - as part of the 2025 Digital Centre machinery of government change
  • As needed, lead commercial activity to procure specialist providers for TechTrack and the AI Accelerator, covering the full lifecycle: pre-market engagement, sourcing, contracting, performance and relationship management.

Commercial Assurance & Compliance

  • Provide professional commercial advice to the Development & Partnering Team, ensuring procurement activity aligns with client standards.
  • Ensure all purchasing complies with Public Contracts Regulations and passes through appropriate spend controls.

Stakeholder Engagement

  • Act as the primary liaison between the Development & Partnering Team and commercial experts.
  • Maintain strong working relationships with providers, ensuring alignment with procurement frameworks.

Market Development & Risk Management

  • Support market engagement to foster a healthy and competitive supplier landscape.
  • Assess procurement progress and pipeline, identifying and communicating risks and challenges.

Operational Transition (As needed)

  • Design and implement supplier and contract management processes that transition smoothly into business-as-usual operations.
  • Plan and deliver information sessions for prospective apprentices and line managers regarding selected providers’ learning offers.
  • Provide coaching and assurance to stakeholders on provider delivery models.

 

SKILLS/EXPERIENCE OF THE COMMERCIAL AND PROCUREMENT MANAGER

  • Public sector experience of commercial and/or contract management where you have demonstrated an analytical approach, good problem-solving and strong negotiation skills
  • Experience of evaluating suppliers’ proposals against requirements
  • Strong stakeholder relationship management and negotiation skills, developed through clear, honest and enthusiastic communication that helps build trust including evidence of high personal impact and judgement working with stakeholders
  • Ability to deliver through collaboration and partnering in complex environments and across a range of business areas
  • A problem-solving mentality in order to develop viable and prompt solutions in the face of challenges
  • Excellent verbal and written communication skills and interpersonal skills
  • A flexible mindset and skillset in order to support the team to deliver the project.
  • Previous experience working with government departments
