Location: Hybrid/Flintshire (60/40 split)
IR35: Inside
Pay Rate to Intermediary: Market Rate
Security Clearance: BPSS

Spinwell is recruiting for a Bid Officer for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE BID OFFICER

  • Customer Engagement: Assist the Bid Manager in maintaining clear communication with customers throughout the bid process.
  • Opportunity Management: Register new opportunities in the CRM system, ensuring accurate data entry and adherence to delivery timelines.
  • Bid Development Support: Coordinate inputs from cross-functional teams to help develop tailored solutions, ensuring cost estimates and pricing align with target margins.
  • Demand Planning: Provide resource hour data and support forecasting activities to inform the Demand Plan.
  • Commercial Support: Work with Contract SMEs to prepare offers, assist in negotiations, and ensure compliance with client policy and procurement regulations.
  • Documentation: Draft and review Pre-Qualification Questionnaires (PQQs), Invitations to Tender (ITTs), and contract documentation under guidance from the Bid Manager.
  • Project Coordination: Support implementation teams to ensure smooth transition from bid to delivery.
  • Reporting & Data Integrity: Maintain accurate CRM records and generate performance reports to support decision-making.
  • Continuous Improvement: Contribute to enhancing the New Service Provision (NSP) process and assist with external audits for quality assurance
 

SKILLS/EXPERIENCE OF THE BID OFFICER

  • Experience in bid management or commercial support roles.
  • Strong organisational and communication skills.
  • Ability to manage multiple tasks and deadlines effectively.
  • Knowledge of procurement regulations and government policy (desirable).
  • Comfortable working collaboratively in a fast-paced environment.
