Spinwell is recruiting for an Associate Commercial Specialist PFI for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE ASSOCIATE COMMERCIAL SPECIALIST PFI

General Responsibilities

  • Maintaining Commercial and corporate records and compliance
  • Sharing knowledge and best practice to achieve better outcomes for the department’s commercial team
  • Leading on successions planning and talent management within the business area
  • Engaging with stakeholders and understanding their motivations and behaviours to influence decision making

 

Procurement Responsibilities

  • Working effectively with senior staff in the supplier organisation and establishing appropriate governance and relationship arrangements
  • Identifying and securing new suppliers to improve competition and strengthen the range of quality options available to government
  • Collating and reviewing performance information across their area of responsibility and make recommendations for improvements to senior stakeholders
  • Applying the most appropriate evaluation strategy to a sourcing requirement considering the type of commodity being procured, complexity, value and strategic importance
  • Leading and managing the end-to-end tendering process
  • Justifying commercial activity in accordance with the organisation’s commercial governance and management framework, HM Treasury requirements and Cabinet Office policy and spend controls
  • Leading negotiations with data and evidence and for some contracts, act as the signing authority
  • Leading supplier engagement across a variety of stages within the procurement process with both strategic and non-strategic suppliers to communicate progress in line with benefits realisation
  • Constructing contracts with advice and input from others, e.g. lawyers, usually within a reasonably well-defined framework or with standard rules
  • Quantifying and identifying contract management resources to help design and deliver the strategy for transition
  • Applying a strong visual project management approach to procurement projects
  • Taking calculated risks in the pursuit of implementing efficient sourcing projects to deliver innovative solutions in line with policy
  • Applying the concept of ‘value for money’ with respect to political goals and using this to articulate what a successful return on investment looks like for a particular commercial project/programme

 

Contract Management Responsibilities

  • Ensuring control of department spend and specifically critical contracts are continually analysed to develop and drive value adding initiatives
  • Legal compliance and risk mitigation of contracts
  • Managing underperformance to resolution
  • Overseeing contract management governance and reporting activities such as preparing for contract commencement, justifying and controlling contract changes
  • Overseeing the realisation of benefits achieved as a result of the performance management regime or change control
  • Providing expert advice on relevant regulations and compliance issues
  • Ensuring business continuity e.g. security of supply extends during any transition period and throughout the entire contract life, including re-procurement and closedown
  • Leading transition management, exit strategy and contract renegotiations, including driving value from the use of performance metrics and success criteria

SKILLS/EXPERIENCE OF THE ASSOCIATE COMMERCIAL SPECIALIST PFI

  • Senior PFI experience / Senior Procurement experience
  • PFI full Lifecycle
  • Extensive experience in Cat A public procurement (upwards of £500m)
  • High level contract experience
  • PCR 2015
  • FAMILIAR PA2023 & PA2024
  • Large team – ability to work closely
  • Strong stakeholder management skills at all levels
  • Public Sector – Essential
  • Major government department type
  • Minimum CIPS level 5 – desirable not essential
