Spinwell is recruiting for a Commercial Property Surveyor for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE COMMERCIAL PROPERTY SURVEYOR

  • Provide professional advice and asset management across a commercial property portfolio comprising retail, office, commercial and industrial assets.
  • Undertake property valuations in accordance with statutory requirements, CIPFA guidance and RICS Professional Standards, ensuring compliance with the Council’s Standing Orders, Financial Regulations, Codes of Practice and departmental procedures.
  • Manage the letting, renewal and ongoing administration of commercial leases.
  • Undertake rent review valuations, analyse market evidence and negotiate and conclude rent reviews. Prepare and present cases for third-party determination by Independent Experts or Arbitrators in relation to rent reviews and lease renewals.
  • Provide property and development advice through multi-disciplinary project teams covering buildings and land, supporting the delivery of the Property Services Business Plan, Asset Management Plan and Capital Programme.
  • Identify and maximise opportunities to improve the effectiveness and efficiency of the Council’s property portfolio, including negotiating the disposal of land and property interests (freehold and leasehold) through private treaty and tender processes.
  • Support the management of telecommunications and installations across the Council’s estate.
  • Negotiate easements, wayleaves, licences and rights of way affecting Council-owned land and property.
  • Support the management of the Council’s operational property portfolio, including the grant of leases and licences and the provision of strategic property advice to service clients on the effective use of assets.
  • Prepare reports, briefing notes and recommendations in respect of assigned cases.
  • Comply with the requirements of the Health and Safety at Work etc. Act and associated legislation by taking reasonable care of your own health and safety and that of others who may be affected by your actions or omissions, and by cooperating with the Council in fulfilling its statutory duties

    SKILLS/EXPERIENCE OF THE COMMERCIAL PROPERTY SURVEYOR

  • Degree or equivalent relevant experience in estate management
  • Significant experience in managing a commercial portfolio and agreements for use of property and property contract related issues
  • Has proven results obtained through teamwork and individual effort
  • A strong customer services focus
  • Ability to establish and maintain good working relationships with a range of staff. The ability to drive results whilst working in a collaborative way and developing and maintaining strong, positive working relationships
  • Excellent communication skills
  • Ability to analyse and utilise information strategically to support corporate objectives.
  • Ability to identify options and solutions and adopt a methodical approach to produce and deliver outputs and outcomes
  • Ability to produce and present concise and accurate reports.
  • Self-motivated and pro-active approach and good communication and interpersonal skills.
  • Ability to consider options and issues and identify and implement appropriate solutions to a range of problems.
  • Requirement to drive and possession of a full current driving licence, in order to carry out site visits and attend meetings.
