Role: Procurement Officer
Contract Length: Until 24/02/27
Location: Hybrid/North Greenwich - Attendance on Tuesday and/or Wednesday is preferred.
IR35: Inside
Pay Rate to Intermediary: £361.17 per day
Security Clearance: BPSS

Spinwell is recruiting for a Procurement Officer for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE PROCUREMENT OFFICER

Key Responsibilities

  • Managing end-to-end procurement activities.
  • Running procurement exercises through public sector frameworks and open market competitions.
  • Ensuring compliance with procurement legislation, governance requirements and internal processes.
  • Developing and reviewing tender documentation.
  • Evaluating supplier submissions and conducting commercial assessments.
  • Working closely with stakeholders to understand business requirements and deliver procurement solutions.
  • Supporting contract and supplier engagement activities where required.
  • Utilising e-procurement systems, including SAP Ariba.

Typical Day

A typical day is likely to involve:

  • Meeting stakeholders to understand procurement requirements.
  • Preparing and reviewing tender documentation.
  • Managing procurement timelines and governance approvals.
  • Evaluating supplier submissions and bids.
  • Conducting commercial and compliance reviews.
  • Using SAP Ariba and other procurement systems.
  • Liaising with suppliers and internal stakeholders.
  • Attending team and project meetings.

 

The role is predominantly desk-based, although occasional site visits and stakeholder meetings may be required. New starters will initially complete mandatory training and gain access to procurement systems and processes

SKILLS/EXPERIENCES OF THE PROCUREMENT OFFICER

Public Sector Procurement Experience

  • Strong understanding of public sector procurement processes and regulations.
  • Experience using established public sector frameworks, such as Crown Commercial Service (CCS) frameworks.
  • Knowledge of the Procurement Act and public procurement governance.

     

    Ability to Independently Manage Procurements

  • Proven experience running procurement exercises from start to finish.
  • Ability to manage competing priorities and work autonomously.
  • Confidence in engaging with suppliers and stakeholders throughout the tender process.

     

    Commercial Analysis & Evaluation

  • Strong analytical skills with experience reviewing and evaluating tender responses.
  • Ability to assess commercial submissions and provide recommendations.
  • Excellent attention to detail when reviewing procurement documentation.

Qualifications

  • Experience and working towards CIPs
